A proven leader in police oversight and accountability, Sydney has provided insight and guidance on civil and human rights matters impacting law enforcement, including illegal search and seizure, denial of counsel, and officer-involved shootings.
In addition to her career in law enforcement and police reform, Sydney has led public integrity compliance investigations as Inspector General. These investigations involved corruption, abuse of power, fraud and waste, and mismanagement.
Sydney has worked as an advocate for victims’ rights and persons with mental and developmental disabilities.
Debra Kirby, JD

Debra is a multi-dimensional leader who has led key projects including the after-action review of the Virginia Beach mass shooting, police reform for the San Francisco Police Department and the security benchmarking for one of the nation’s most iconic examples of homeland security critical infrastructure. She has a keen focus on data and supportive practices for risk assessment and benchmarking. Debra has supported a range of clients in meeting and addressing their safety and security concerns.
Debra has worked for Jensen Hughes for six years. Before joining Jensen Hughes, she worked for the Irish Department of Justice and Accountability as a Deputy Chief Inspector with oversight responsibility for the An Garda Siochana, the national police force of Ireland. She was a sworn member of the Chicago Police Department in the executive ranks for 14 years, and with specific focus on community policing, accountability and process improvement. She also serves as the Independent Monitor for the Bakersfield Police Department in California.
Ed Denmark

With three decades of experience in public safety consulting, Dr. Denmark is a nationally and internationally recognized instructor, trainer and advisor on numerous public safety and community issues, focusing on leadership and organizational development. He is one of the few Black police chiefs in the history of Massachusetts, having served as the Chief of Police in Harvard, Massachusetts and Sterling, Massachusetts. Dr. Denmark also teaches courses in fair/impartial public safety, procedural justice and de-escalation techniques.

With over 30 years of experience serving in the U.S. Drug Enforcement Administration (DEA), Mark is a globally recognized expert in narcotics investigations, interdiction, border security, transnational crime groups and opioids. He has developed and provided training programs and instruction to federal, state, local, tribal and foreign law enforcement officials. In addition, he is trained, experienced and certified in financial, fraud, asset forfeiture and internal affairs investigations.

As a highly accomplished military veteran and law enforcement professional, William (Billy) has extensive experience in evaluating and implementing operational processes to optimize performance with a focus on executing investigations in line with policies and procedures. He brings a robust background in reporting systems, incident management, security measures/control, regulatory compliance, competency development, team member engagement, change management and organizational transformation. Billy served from 1999-2023 with the Fontana, California Police Department, culminating in a tenure as Chief of Police from 2018-2023.

Lindsay has managed complex projects for numerous law enforcement agencies within the Department of Justice and Department of Homeland Security with senior executive service-level customer relations, specializing in mission and mission-support police reform and emergency management, preparedness and response protocols. Her experience includes working with cross-sections of the government at the local, state and federal levels, along with diverse community stakeholders.
Bob Boehmer, JD

Bob manages complex law enforcement assessments and helps policing agencies transform their organizations and adopt national best practices and industry standards central to improving accountability, transparency and community trust. He is an experienced facilitator, trainer and public speaker with expertise in collaborative problem solving, community policing, partnership development and information sharing. For several years, Bob facilitated sessions for the Department of Homeland Security’s Building Communities of Trust Initiative, focusing on developing trust among law enforcement, fusion centers and the communities they serve.

Ann Marie is a consultant who served on the previous Monitoring Team for the U.S. Virgin Islands. Currently, she serves as a police practices expert, evaluating select cases involving the Metropolitan Police Department in Washington, D.C., in the area of use of force, at the request of the Office of the District of Columbia Auditor. She has also served as a police practices expert for the Chicago Police Department/IPRA and the U.S. Department of Justice Civil Rights Division. Before becoming a consultant, she served for 25 years in the Boston Police Department, where she attained every sworn rank.
Kerr Putney

Kerr is a professional law enforcement consultant with 30 years of experience. He has expertise in policy review and reform; crisis management and response; and team building and leadership. He has consulted on a case review for the Metropolitan Police Department in Washington, D.C., as well as chief of police processes in Apex, North Carolina, and Durham, North Carolina. After serving for 23 years with the Charlotte-Mecklenburg Police Department in North Carolina, he was named the agency’s Chief of Police. He was Assistant Chief in the Metropolitan Police Department before he retired to become Chief in Macon.

Robert is a consultant who served on the previous Monitoring Team for the U.S. Virgin Islands. Currently, he serves as a police practices expert and conducts training in the law enforcement and criminal justice communities. He has worked on the Monitoring Teams for Newark, New Jersey, and Ferguson, Missouri. He served as the Chief of Police in Ormond Beach, Florida. He retired as a senior officer at the Metropolitan Police Department in Washington, D.C. He also served as the Executive Director of the National Organization of Black Law Enforcement Officials.
Rodney Monroe

Rodney is an expert in community policing and police reform, with over 40 years of law enforcement experience including 15 years as the Chief of Police in three cities. He serves professional organizations and municipalities nationwide with subject matter expertise in various collaborative reforms, critical incident reviews, violence reductions, body-worn camera programs, and the handling of mass demonstrations and special events. He has served as Monitor for the Department of Justice’s Federal Consent Decree for the Meridian Mississippi Police Department Settlement Agreement and is currently serving as the Deputy Monitor for the Chicago Police Department’s Federal Consent Decree. His leadership as Chief of Police in Charlotte, North Carolina, Richmond, Virginia, and Mason, Georgia, led to historic reductions in violent crime as well as significant increases in police and citizen relationships through the creation and implementation of innovative programs and engagements.

He routinely provides his expertise for the following occupancies: health care, industrial, higher education, financial institutions, hospitality, and large multiuse, multifaceted projects, which have benefited from his technical, operational, life safety and security expertise. In addition, his project experience includes security risk consulting encompassing all aspects of physical, technical and operational security. Dylan provides design and construction administration services that contain TCP/IP camera systems, surveillance systems, intrusion systems, intercom systems and electronic access control systems.
